FIELDS DECLARES SUPPORT OF MANAGER LICENSING Joins Kruger and Eldridge in Endorsing Necessary Licensing By Donna Klein, nyarm Manhattan Borough President C. Virginia Fields was the guest speaker at the May monthly membership meeting of the New York Association of Realty Managers (NYARM). The dinner meeting, the last of the season, was held at Frank's west side steak house in Manhattan on Wednesday, May 23, 2001. Addressing a crowd of nearly 100, Ms. Fields delivered a rousing speech concerning the importance of licensing for property managers. And, in elaborating on her position, she enthusiastically joined ranks with such other public figures as State Assemblyman Carl S. Kruger (D) and City Council member Ronnie Eldridge in endorsing statewide licensing. This is an issue that transcends political lines. Assemblyman Kruger explained to NYARM when he attended the January, 2001 membership meeting that in the Republican controlled Assembly it is difficult, to say the least, to get a Democrat sponsored bill passed. Democrat or Republican, residents and the properties they inhabit are entitled to the security of having a licensed, professional handling the day-to-day operations and maintenance of their homes. It is crucial to obtain bipartisan support for bill S279. Ms. Fields implored the Republican members of the organization to "write their representative" and enlist their support for this necessary legislation. The legislation mandates licensing for managers of multi-family housing, while exempting owners of owner-occupied buildings, as well as properties with six units or less. Ms. Fields also discussed New York's tight housing market and commended NYARM members for their outstanding efforts in maintaining their buildings in spite of rising fuel costs and escalating taxes. "Thank you for all the work you do to make it possible to live in this borough and others in the city," stated Ms. Fields. "You make the quality of life pleasurable for so many people in co-op, condo and rental apartments." Ms. Fields discussed her task force on affordable housing which is made up of property owners, managers and other real estate professionals.
