MAYOR GIULIANI SIGNS FIRE SAFETY LAW
On March 16, 1999, Mayor Giuliani signed into law new fire safety regulations. Although the bulk of the law deals with new construction and substantial rehabilitation, there will be compliance issues for existing buildings over six stories. As far as existing buildings, the law promulgates the New York City Fire Department to issue rules and regulations regarding fire safety and fire education. In addition, inside each entrance apartment door, a "hotel like" sign must be affixed to the door concerning fire safety. The Fire Department is now reviewing different options and scenarios, they will then issue "draft" regulations which will then be open to public hearings.
NEW FEDERAL LEAD PAINT NOTIFICATION PROCEDURES START 6/1/99
The Environmental Protection Agency (EPA) has placed new rules and regulations concerning "Lead Paint." While all is not clear from those who follow these types of regulations, all building boards should be aware of their existence. In a nutshell, the EPA has issued rules and regulations when a covered surface of more than two square feet is disturbed (repair/renovation). The rules require that if a surface is touched by a "paid renovator", whether in an individual unit or common area, the renovator must distribute a pamphlet concerning lead paint hazards. There are many questions on who is a "paid renovator", who bears the responsibility of non-compliance, etc. Remember, that as of June 1, 1999 there are new disclosures of lead paint rules and regulations. Although it is the contractor who must provide, the contractors extra costs will be passed on to the building. Additionally, there are some ambiguities in the regulations that EPA officials say they will make clear.
